Pre-heat oven to 395°F.
Place the salmon in a baking dish and season both sides with a generous amount of salt, pepper, garlic powder, and paprika. Gently press the dry rub onto the salmon.
Gently drizzle 2 tablespoons of olive oil into the baking dish. Coat both sides of the salmon evenly with the oil.
Finely mince 4 cloves (or the entire head) of garlic. Cube 4 tablespoons of unsalted butter into small pieces. Thoroughly coat the salmon on both sides with the minced garlic and butter cubes.
Bake for 15 minutes, until salmon is cooked through.
In a large pot, season with a pinch of salt and bring the water to a boil.
Place the fettuccine (or desired pasta) into the boiling water. Cook with no lid, stirring occasionally, for 12 minutes or until the pasta reaches an "al dente" texture.
Flake salmon into chunks, then add pasta. Toss to coat pasta with juices from butter, garlic and lemon.
Add in parmesan cheese and parsley to season!
